RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 20767 to add one (1) Probation Supervisor I (represented, 7AHA), six Deputy Probation Officer III (represented, 7ATA), and two Clerk-Senior Level (represented, JWXC) positions in the Probation Department- Evidence Based Probation Supervision Unit.

FISCAL IMPACT:

$1,081,750 annually. $540,875 in fiscal year 2009/10. 100% Federal Byrne JAG Grant funds in 2009/10; 100% State allocation of cost savings from the California Department of Corrections and Rehabilitation (CDCR) beginning in fiscal year 2010/11 as authorized by SB-678 (Chapter 608, Statutes of 2009).  
  






BACKGROUND:

SB-678 (Chapter 608, Statutes of 2009) authorizes the Evidence Based Probation Supervision (EBPS) program and provides seed funding for implementation to county probation departments. Beginning in fiscal year 2010/11, the State will share cost savings realized in the CDCR budget with county probation departments that decrease referrals of probationers to State prison. The key factor in the formula is the reduction of admissions to prison of probationers who would be otherwise be referred due to probation violations or new law violations while placed on probation. The positions requested will establish the EBPS unit within the probation department in accordance with this legislation.

CONSEQUENCE OF NEGATIVE ACTION:

If this request is not approved, the Evidence Based Probation Supervision Unit will not be staffed.
