RECOMMENDATION(S):

Employment and Human Services (0583) APPROVE Appropriation and Revenue Adjustment No. 5032 to increase revenue in Workforce Development Board of Employment & Human Services Department in the amount of $5,183,324 from the American Recovery and Reinvestment Act (ARRA) Grant, and appropriating it to personnel and other operational costs to support the delivery of program services.

FISCAL IMPACT:

Appropriation Adjustment will increase authorized expenditures by $5,183,324 and ARRA Grant revenues by the same amount. No additional County general fund cost will result in these adjustments.

BACKGROUND:

The California Employment Development Department has awarded $6,736,966 in stimulus funding allotments under the American Recovery and Reinvestment Act (ARRA) to the EHSD, Workforce Development Board effective February 17, 2009 through June 30, 2011. The ARRA funding supplements the current Workforce Investment Act (WIA) formula allocations of the Workforce Development Board for Adult, Dislocated Worker, Youth, and Rapid Response programs as required by Wagner-Peyser Act.  
  
The Workforce Development Board has allocated $5,183,324 for FY 2009-10 out of the $6,736,966 total ARRA funding in order to comply with EDD directive to spend substantial portion of grant funds within the first year of award to stimulate the economy through the creation and retention of jobs.   
  
The remaining balance of $1,553,642 will be allocated for services to be provided in FY 2010 - 2011.
