1. Roll Call
  Chair Moore called the meeting to order at 5:05pm. Staff provided instruction for access to English live transcription (automated closed captioning), and live simultaneous Spanish and American Sign Language interpretation, and then conducted roll call. 8 MXCAB voting members and 2 voting alternates were present. There were approximately 35 total participants.
             
2. Public comment on any item under the jurisdiction of the MXCAB and not on this agenda (speakers may be limited to two minutes).
  Comments were received from one member of the public.
             
3. Staff recommends MXCAB receive the Record of Action for the November 16, 2022 meeting.
  The Record of Action was received as submitted.

4. CONSIDER the draft Advisory Body Annual Report for MXCAB, including proposed work plan for 2023. 
  Chair Moore presented a draft annual advisory body report. Kathy Chiverton motioned to accept the report as submitted, and Ruth Fernandez seconded. 10 MXCAB members voted in favor of the motion. Public comment was received from one member of the public.

5. DISCUSS the role of Measure X Community Advisory Board. 
  Chair Moore presented proposed changes to the MXCAB Bylaws. Kathy Chiverton motioned to accept the proposed changes, and Ruth Fernandez seconded. 10 MXCAB members voted in favor of the motion. Public comment was received from one member of the public.

6. DISCUSS updates on action items included in motion adopted during October MXCAB meeting
  MXCAB members discussed action items from the motion adopted during the October MXCAB meeting. County staff reminded the MXCAB that discussing contracts extends beyond the purview of the MXCAB, as specified in the Advisory Body Handbook. BK Stewart motioned for the MXCAB to draft a letter to the Board of Supervisors expressing dismay about the county's handling of the needs assessment contractor. Ali Saidi  seconded. 10 MXCAB members voted in favor of the motion. Public comment was received from two members of the public. 
             
7. RECEIVE the presentation.
  The MXCAB discussed Measure X related presentation at the Board of Supervisors meeting on November 8th, 2022. Public comment was received from two members of the public.

8. The next meeting is currently scheduled for January 18, 2023.
             
9. Adjourn
  The meeting was adjourned at 6:56pm.
