RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract #74–196–17 with Anka Behavioral Health, Incorporated, a non-profit corporation, in an amount not to exceed $199,223, to provide outpatient Medi-Cal drug treatment services, for the period from July 1, 2015 through June 30, 2016.

FISCAL IMPACT:

This Contract is funded 27% by Federal Drug Medi-Cal and 27% by State Drug Medi-Cal, and 46% by Assembly Bill (AB) 109. No County funds are required. (No rate increase)

BACKGROUND:

This Contract meets the social needs of County’s population by providing specialized substance abuse treatment services so that adults with co-occurring mental disorders are provided an opportunity to achieve sobriety and recover from the effects of alcohol and other drug use, become self-sufficient, and return to their families as productive individuals. On April 21, 2015, the Board of Supervisors approved Contract #74–196–16, with Anka Behavioral Health, Incorporated, for the period from July 1, 2014 through June 30, 2015, for the provision of Medi-Cal drug abuse treatment services. Approval of Contract #74–196–17 will allow the Contractor to continue providing services through June 30, 2016.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, County residents with co-occurring substance abuse and psychiatric disorders will not have access to Contractor’s services, which may result in a reduction in the overall levels of service to the community.

CHILDREN'S IMPACT STATEMENT:

Not applicable.
