RECOMMENDATION(S):

APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Chief Information Officer, to execute a purchase order with SSP Data, Inc., in an amount not to exceed $250,000 for the purchase of new Cisco routers and SmartNet support to replace end of life equipment and maintenance for the All County Criminal Justice Information Network.

FISCAL IMPACT:

The cost of the upgrades will be charged to the County Administrator Law and Justice Systems budget through DOIT’s billing process and then billed by the County Administrator to subscriber law enforcement agencies. (100% General Fund and local law enforcement subscriber fees)










BACKGROUND:

The All County Criminal Justice Information Network (ACCJIN) is currently housed within the Contra Costa County Sheriff’s office, incorporating a failover link to the Douglas Data Center. The ACCJIN network interconnects all law enforcement agencies providing field personnel with critical information. The current network is composed of optical service terminations and network equipment responsible for data processing. The network equipment (routers) and associated maintenance support has begun to reach end of life. The requested equipment and maintenance refresh will begin to replace the existing routers, starting with the oldest first, and will provide updated data security protection and support.   
  
Cisco has worked closely with DoIT and the Wide Area Network (WAN) team to design an efficient and effective network equipment deployment process. The products and services being purchased through the SSP quote are governed by the Letter Agreement, dated December 15, 2021, between Cisco Systems, Inc., and Contra Costa County. SSP acknowledges the terms of the Letter Agreement and agrees to remit payment to Cisco as its authorized reseller.

CONSEQUENCE OF NEGATIVE ACTION:

If this request is not approved, the Information Technology WAN team will not be able to replace the existing end of life routers, which will put the performance and security of the ACCJIN at risk. The ACCJIN is mission-critical infrastructure support for all local law enforcement and justice departments.
