RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute an agreement with Contra Costa County In-Home Supportive Services Public Authority, a public agency, in an amount not to exceed $3,015,433 to provide in-home supportive services to In-Home Supportive Services recipients for the period July 1, 2023, through June 30, 2024.

FISCAL IMPACT:

This contract is funded with 50% Federal funds, 34% State funds, and 16% County General Fund, all of which is budgeted in FY 2023-2024. (CFDA # 93.778)












BACKGROUND:

The County Board of Supervisors enacted Ordinance Number 98-14 in March 1998 establishing the Contra Costa County In-Home Supportive Services Public Authority as an independent public agency pursuant to California Welfare and Institutions Code section 12301.6. While the Public Authority is an independent public agency providing service to the County, it also receives services from County departments. This dual relationship requires an agreement that establishes the respective obligations and responsibilities of the County and the Public Authority. This Board Order will authorize the execution of the FY 2023-24 interagency agreement and will ensure the continuation of In-Home Supportive Services program. Previous contracts with this contractor for these services include: FY 2022-23, authorized by the Board of Supervisors on May 24, 2022 (C50).

CONSEQUENCE OF NEGATIVE ACTION:

In-home caregiving services to County In-Home Supportive Services recipients provided through the Public Authority may not be delivered.

CHILDREN'S IMPACT STATEMENT:

The services provided under this contract supports one of the five of Contra Costa County’s community outcomes: (4) "Families that are Safe, Stable and Nurturing".
