RECOMMENDATION(S):

The Board of Supervisors of Contra Costa County, as and constituting the Board of Directors of Contra Costa County Sanitation District No. 6 (SD-6):  
  

1. ACCEPT filing of the Fiscal Year 2014-2015 Annual Report.

2. INTRODUCE Ordinance No. 23 and WAIVE the reading.  
  
3. FIX a Public Hearing for June 24, 2014 at 9:30 a.m. in the Board of Supervisors’ Chambers, 651 Pine Street, Martinez, California, as the time and place for a public hearing to consider the Fiscal Year 2014-2015 Annual Report and the annual sewer service charges for SD-6.  
  
4. DIRECT the Clerk of the Board to publish a Notice of Filing of the Annual Report and Fixing of Public Hearing thereon in accordance with Health and Safety Code section 5473.1 and pursuant to Government Code section 6066.  
  
5. DIRECT the Public Works Department Director to immediately make available to the public at the office of the Clerk of the Board and the Public Works Department a copy of the Annual Report and Ordinance No. 23.

FISCAL IMPACT:

50% Sanitation District No. 6, 50% General Fund.

BACKGROUND:

The Annual Report proposes that sewage disposal services provided by SD-6 in Fiscal Year 2014-2015 be funded by annual sewer service charges paid by the owners of parcels served by SD-6 and funds transferred from the County.  
  
The Public Works Director has filed with the Clerk of the Board an Annual Report containing a description of each parcel of real property receiving sewer services in SD-6 and the proposed charges to each parcel for Fiscal Year 2014-2015.  
  
Attachment Exhibit A includes the Annual Report as required by the Government Code. Ordinance No. 23, also attached, prescribes the annual unit charge at $1,950, unchanged from the current fiscal year.  
  
SD-6 was formed in 1992 to operate and maintain a wastewater treatment system to serve the 47-lot Stonehurst subdivision, located in the Alhambra Valley. The system is aging and requires capital improvements. Years of deferred maintenance have resulted in an increased amount of emergency repair work and maintenance costs. A system analysis conducted in Fiscal Year 2013-2014 identified improvements (new pumps, new controller, electrical upgrades) necessary to maintain the current level of service. Some of the improvements identified in the system analysis are scheduled to be installed in Fiscal Year 2014-2015.  
  
In addition to operating and maintaining the treatment facility, SD-6 staff will be evaluating the feasibility of annexing Stonehurst subdivision to the Central Contra Costa Sanitary District and connecting to its system in lieu of continuing to operate and maintain the current system. This cost and the cost of immediate capital improvements exceed the proposed annual service charges. The Annual Report proposes that sewage disposal services provided by SD-6 in Fiscal Year 2014-2015 be funded by annual sewer service charges paid by the owners of parcels served by SD-6, and funds transferred from the County. The annual unit charge of $1,950, which is unchanged from the current fiscal year, is expected to generate $91,650 in Fiscal Year 2014-2015.  
  

CONSEQUENCE OF NEGATIVE ACTION:

If the public hearing is not set, the annual sewer service charges cannot be collected on the tax roll.
