RECOMMENDATION(S):

ADOPT Position Adjustment Request No. 21438 to add twenty-seven (27) Firefighter-Paramedic Recruit (RP7A) (represented) positions at Salary Plan and Grade 4N5 1583 ($5,316 - $5,861) in the Contra Costa County Fire Protection District.

FISCAL IMPACT:

100% Federal Grant; No Local Match Requirement

BACKGROUND:

On February 21, 2014, the Contra Costa County Fire Protection District (District) was awarded a two year federal grant in the amount of $9,571,500 to fill twenty-seven (27) Firefighter-Paramedic Recruit positions. The grant was awarded by the Federal Emergency Management Agency. The grant program is Staffing for Adequate Fire and Emergency Response, also known as SAFER. The purpose of the SAFER program is to provide funding directly to fire departments to help them maintain the number of trained "front line" firefighters available in their communities.

BACKGROUND: (CONT'D)

The grant period of performance (i.e., the date of eligibility for reimbursement) begins May 16, 2014. Plans are underway to start a fire academy on May 19, 2014. After completion of a four month academy, successful recruits will graduate and be placed in fully operational front line positions.

The classification of Firefighter-Paramedic Recruit is flexibly staffed. New hires may be appointed as Firefighter Recruits or Firefighter-Paramedic Recruits – based on candidate qualifications and operational need – and upon successful completion of a fire academy will be promoted to Firefighter or Firefighter-Paramedic respectively.

CONSEQUENCE OF NEGATIVE ACTION:

If action is not approved, the District will be unable to fill grant-funded positions.

CHILDREN'S IMPACT STATEMENT:

No impact.
