RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or his designee, to submit to the State of California a rate adjustment request for the In-Home Supportive Sevices Program.

FISCAL IMPACT:

None - This action will maintain costs to the County at the budgeted level. Without these changes, an increase of $4.3 million in County costs could be incurred.

BACKGROUND:

The State of California is adjusting the maximum wage that may be paid to an IHSS provider and receive funding from the State. The current rate is $11.50 per hour plus $0.60 in benefits. The new rate will be $9.50 per hour plus $0.60 in benefits. In order to maintain costs at the current amount and avoid a $4.3 million increase in County costs, a request for a change in the rate must be submitted to the State of California no less than 60 days in advance, or May 1, 2009.
