RECOMMENDATION(S):

  
1. AUTHORIZE a General Plan Amendment study for Assessor Parcel No. 354-202-005, located on Pomona Street in the Crockett area, to consider changes in General Plan land use designation from Open Space (OS) to a combination of Single Family Residential – High Density (SH) and Open Space (OS).  

  

2. ACKNOWLEDGE that granting authorization for this request does not imply any support or endorsement for the application to amend the General Plan, but only that this matter is appropriate for study.  


FISCAL IMPACT:

None. If authorization is granted the applicant shall pay fees to cover the cost for a General Plan Amendment study.

BACKGROUND:

The Department of Conservation and Development is in receipt of a request from Mr. Richard Loewke on behalf of QLC Management LLC for a General Plan Amendment study involving Assessor Parcel No. 354-202-005, in the Crockett area. Assessor Parcel No. 354-202-005 is a 9.9 (+/-) acre site located on the south side of of Pomona Street, and bounded by Rolph Park Drive and Crockett Boulevard. The subject site is designated Open Space (OS) under the Land Use Element Map to the Contra Costa County General Plan, 2005-2020, it is zoned R-6: Single Family Residential District, and it is located entirely within the Urban Limit Line. See Exhibit “A” for a copy of letter from Mr. Loewke on behalf of QLC Management LLC, requesting the General Plan Amendment study authorization.   
  
As explained in Mr. Loewke’s letter, QLC Management LLC desires to develop and subdivide this 9.9-acre site into nine (9) single family residential lots and retain the undeveloped portion of the site under open space. Their goal is to develop a tight cluster of residential lots that minimizes the development footprint to avoid effects related to grading and tree removal on approximately one-third of the site.  
  
The site location, comprised of Assessor Parcel No. 354-202-005, the subject of the General Plan Amendment study authorization request, is depicted in the maps and aerial photo, respectively, attached as Exhibits “B” and “C” to this report.   
  
The 9.9-acre site is bordered on the north by Pomona Street, bordered on the east by Rolph Park Drive, and bordered on the west by Crockett Boulevard. Portions of the site are steeply graded and it has evidence of oak woodlands. A private road or fire trail appears to be located on the site. There are no structures on the site. Staff believes that the request for a General Plan Amendment study to consider the re-designation of the subject site to a combination of single family residential and open space uses is reasonable. Staff recommends that the General Plan Amendment study be authorized. Staff’s basis for this recommendation is that the site is located inside the Urban Limit Line, the applicant is proposing to minimize the footprint of residential development on the site while preserving its natural features, and the applicant has committed to dedicating the development rights on two-thirds of the site to preserve it for open space purposes. Authorization for this study, however, does not imply support or endorsement for the application to amend the General Plan, but only that this matter is appropriate for study.
