No fiscal impact from implementing these recommendations. The funding received anticipates that part-year classrooms will be closed during the summer months
BACKGROUND:
The Head Start program was designed and funded to operate on a nine-month schedule. Towards this, several part-year positions are included in the Community Services Bureau's childcare staffing structure. These positions are budgeted in the Administration for Children and Families (ACF) grant for the 2009 Head Start program year to cease employment from May 22, 2009 to August 17, 2009.
In order to keep expenditures within available funding or to keep staffing at the level necessary for efficient operations, it is necessary to abolish the positions described in Attachment “A-1” on the dates indicated for reasons of economy, lack of funds or because the necessity for the position(s) involved no longer exists and to lay off employees accordingly.
Positions required to support the Head Start program in August and September will be re- established. The positions shown on Attachment “A-2 will be re-established on the dates indicated.
Additionally, the Community Services Bueau has been notified that the First Five funded School Readiness contract (39-891), which terminates on June 30, 2009, will not be renewed. Thus, the Bureau seeks to lay off the three (3) employees associated with this project.

The Employment & Human Services Department Community Services Bureau supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
