RECOMMENDATION(S):

Approve and Authorize the County Administrator's Office to execute a contract with Motorola, Inc., in an amount not to exceed $949,971 to install the Motorola P25 Radio hardware which is being purchased for the Nichol Knob Radio Site as part of the East Bay Regional Communications System (EBRCS) for the period April 28, 2009 through April 30, 2012.

FISCAL IMPACT:

The total cost of the contract is $949,971. The 2007 Community Oriented Policing Services (COPS) Grant Program funds admnistered through San Francisco's Department of Emergency Management will fund 75% of the equipment and installation costs, the County is required to provide a 25% match which will be met with proceeds from the Kinder-Morgan settlement agreement.

BACKGROUND:

The pruchase of the Motorola P25 radio hardware for the Nichol Knob Radio site in the amount of $949,971 was approved by the Board on October 14, 2008. The Nichol Knob Radio site is one of four (4) sites that make up the West Contra Costa County East Bay Regional Communications System (EBRCS). This Motorola Communications System Agreement (CSA) contains the following:

This project, to be located at Nichol Knob, will complete the West Contra Costa EBRCS simulcast cell in conjuction with Pearl Ridge, Turquoise, and El Cerrito Police Department site.

This CSA shall be used for all future Radio Site installations of Motorola P25 Radio equipment throughout Contra Costa County. The appropriate Exhibits will be amended to each specific Radio Site.

This CSA has been thoroughly reviewed by County Counsel.

CONSEQUENCE OF NEGATIVE ACTION:

The completion of the West Contra Costa EBRCS simulcast cell is dependant on this agreement being approved.
