RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee (Wendel Brunner, M.D.), to execute, on behalf of the County, Grant Agreement #28-800 with the City of Concord, to pay the County an amount not to exceed $114,000, for the Lead Hazard Control Program, for the period from November 15, 2007 through October 31, 2010, including agreeing to indemnify and hold the City harmless for any claims arising out of the performance of this agreement.

FISCAL IMPACT:

This agreement will result in an amount not to exceed $114,000 from the City of Concord, Housing and Urban Development (HUD) Lead Hazard Reduction Program funds for the Lead Hazard Control Program. No County Funds required.











BACKGROUND:

Children with elevated blood lead levels are found in all parts of Contra Costa County with the highest concentrations in Richmond, San Pablo, Concord, and Pittsburg. The City of Concord, HUD Lead Hazard Reduction Program targets the Monument Corridor, and other low-income areas with pre- 1978 houses, in Concord. Contra Costa Health Services Community Wellness and Prevention Program, Lead Poisoning Prevention Project staff will provide technical assistance, training, case management, community education, and outreach services to medical providers and Monument corridor community residents. The County will also identify and refer eligible participants to the City’s Lead Hazard Control Program. The goal of the project is to decrease exposure of children to lead and the incident of increased childhood blood lead levels, develop a network for referral for families eligible for the new HUD Program in Concord, manage lead exposed children to meet standards of care, and eliminate lead hazards.   
  
Three certified and sealed copies of this Board Order should be returned to the Contracts and Grants Unit.
