RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee (Donna Wigand), to execute, on behalf of the County, Amendment Agreement #28-764-3 (State #07-757307-000, A2) with the State Department of Mental Health, effective June 1, 2008, to increase the amount payable to County by $5,723,684 from $19,662,084 to a new total of $25,385,768, with no change in the original term of July1, 2004 through June 30, 2009.

FISCAL IMPACT:

Approval of this amendment will result in additional funds of $5,723,664 from the State Department of Mental Health for fiscal years 2005/2006, 2006/2007 and 2007/2008, for the Mental Health Services Act (Proposition 63). No County match is required.










BACKGROUND:

On April 15, 2008, the Board of Supervisors approved Agreement #28-764-1 (as amended by Amendment Agreement #28-764-2), with the State Department of Mental Health, to receive funding for the Mental Health Services Act program (MHSA). The County programs monitor the progress of serving citizens’ mental health needs. The population to be helped under the MHSA is defined as adults and older adults who have been diagnosed with or who may have a serious and persistent mental illness, and children and youth who may have been diagnosed with or who may have serious emotional disorders and their families.  
  
Approval of Amendment Agreement #28-764-3 will allow the County to continue to receive funding for mental health services, including housing support, and services to children, transition age youth, adults and older adults, through June 30, 2009.  
  
Three certified sealed copies of the Board Order should be returned to the Contracts and Grants Unit.
