RECOMMENDATION(S): (CONT'D)
3. DETERMINE that the project is a General Rule of Applicability, Section 15061 (b) (3) Exemption under the California Environmental Quality Act (CEQA). (CP #09-23)
4. DIRECT the Department of Conservation and Development Director, or designee, to file a Notice of Exemption with the County Clerk, and DIRECT the Director of General Services, or designee, to arrange for the payment of the handling fees to the Department of Conservation and Development and County Clerk for filing of the Notice of Exemption.
FISCAL IMPACT:
The Contra Costa County Library received a grant of $287,898 from the California State Library Services Technology Act Grant Program to introduce automated Book Dispensing Machines (BDMs) to the County. The approximate $45,000 cost of installing and operating this BDM will be paid for by those funds.
BACKGROUND:
A County Regional Needs Assessment for County Libraries previously presented to the Board of Supervisors reported that inequities in library service delivery existed in the county. Through a previous action, the Board directed the County Librarian to identify options for improving service to county residents. The BDMs were a result of that work. A BDM, or "Bokomaten," is a free-standing machine that allows customers to borrow and return library books and media using a library card. It was determined that locating a BDM at the Del Norte BART station would be beneficial for West County residents. The County agrees to indemnify and hold harmless BART under certain conditions as part of this Permit.
CONSEQUENCE OF NEGATIVE ACTION:
The County will have to find another location for the book dispensing machine, or the residents of West County will have fewer options to receive and return library materials.
