RECOMMENDATION(S):

Approve and authorize the Auditor-Controller to reimburse the San Ramon Valley Fire Protection District in an amount not to exceed $20,862 upon approval of Emergency Medical Services Director for expenses incurred by the District related to enhancements to the countywide electronic patient care reporting system used by fire service first responders.

FISCAL IMPACT:

Funding for these expenditures has been budgeted under CSA EM-1 (Measure H). There is no General Fund impact.

BACKGROUND:

On April 11, 2006, the Board of Supervisors approved Contract #23-388 with Zoll Data Systems for a countywide fire service patient care reporting and data system. That system is now in place and is being used by all fire services in the county that provide paramedic services. The establishment of the electronic patient care reporting system has enabled the Emergency Medical Services (EMS) Agency and the participating fire services to make significant improvements in the EMS Continuous Quality Improvement Program.

The recommended funding is for additional computer hardware and software to be purchased by San Ramon Valley Fire Protection District to enhance the existing patient care reporting and data system countywide. A major part of the enhancement will be the establishment of a second database separate from the actual patient database that can be used for testing, development, and training. Upgrades to the software package will enable firefighter paramedics to work on patient reports from any station. For example, a firefighter will be able to initiate a patient care report from one station and complete it from another in the event he or she is temporarily reassigned during the course of a shift. The upgraded software will also provide for greater customization. For example, key data fields can be designated as “required” in order for the paramedic to complete and submit the patient care report.
