RECOMMENDATION(S):

APPROVE and AUTHORIZE the County Probation Officer, or designee, to execute a contract amendment with Behaviorial Interventions, Inc., increase the payment limit by $222,164 to a new payment of $629,504 and to expand the scope of services to include home electronic monitoring, case management, and collection services, with no change to the original contract term of July 1, 2008 through June 30, 2010.

100% County General Fund, Budgeted












BACKGROUND:

The 2008/09 State budget modification and 2009/10 State budget adoption resulted in reductions to juvenile probation and camp funding of apppoximately $900,000. To absorb this cost reduction, the Probation Department will eliminate the seven full-time equivalent positions that compose the Home Supervison Unit. The responsibiity of the Probation Department to provide juvenile electronic monitoring is mandated (Welfare and Institutions Code section 628.1), but can be performed by a private contractor. With modification to existing procedures and processes, the department will continue to provide the mandated service at minimum supervision levels. The Behaviorial Intervention staff will install and maintain equipment, and will provide the following services: case management, 24-hour monitoring, alerts to probation staff, training of probation staff, and collection services.
