RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, to submit and execute a contract amendment with California Department of Community Services and Development to implement 2009 labor rates and program eligiblility guidelines, effective January 1, 2009, with no change to the payment limit of $936,873 or term, January 1, 2008 through March 31, 2009.

BACKGROUND:

On February 26, 2008 the Board approved receipt of this contract from the State for implementation of LIHEAP (Low-Income Home Energy Assistance Program) in Contra Costa County. Since the original contract was received, there have been two amendments to add funds and/or extend the term.

The purpose of the amendment is to document and implement changes to the contract funding guidelines, including an increased labor rate for weatherization services and increased program eligibilty requirements from 60% of the State median income to 75% of the State median income. Measure reimbursements have also been modified to reflect increased costs of doing business for heating/cooling units, windows and other household appliances. The Deparment received notification of this third amendment on March 27, 2009.  
  
Approval of this amendment will allow the Department to retro-actively seek reimbursement for costs associated with this program.
