RECOMMENDATION(S):

APPROVE and AUTHORIZE the Conservation and Development Director, or designee, to execute a contract with modified indemnification language, with GARDA CL West, Inc, in an amount not to exceed $49,680, for armored transport services covering transportation of cash, currencies, and other valuables to the designated depository as listed in Bid 0710-003 Exhibit A, for the period February 1, 2009 through January 31, 2012.

FISCAL IMPACT:

None to the General Fund. Funding comes 100% from Land Development fees.

BACKGROUND:

GARDA CL West, Inc. (Contractor) provides armored transport services to county under a County Blanket Purchase Order. However, Contractor would not extend the County Blanket Purchase Order on a month to month basis, for their service beyond January 31, 2009. With County Counsel’s assistance, the legal language that earlier prevented the award to Contractor was revised and mutually agreed upon by both the Contractor and the County. A service contract will now take the place of a Blanket Purchase Order. On February 10, 2009, County Counsel advised that this service contract requires the Board of Supervisors’ approval because of a deviation from the standard County Indemnification Clause. In the meantime, Contractor agreed to service Department of Conservation and Development effective February 1, 2009 to prevent any break in providing armored transport service.
