RECOMMENDATION(S):

1. APPROVE and AUTHORIZE the General Services Director to execute a License with the County, Longs Drug Stores California, L.L.C., and Pacific Bowie/Tracy II, from whom Longs leases the subject property, effective April 7, 2009, on a year-to-year basis for an annual fee of $1,680, for the County to install and operate a Library Book Dispensing Machine at 14830 Highway 4, Discovery Bay area, under the terms and conditions set forth in the License. 2. DETERMINE that the project is a General Rule of Applicability Section 15061 (b) (3) under the California Environmental Quality Act (CEQA). CP # 08-24

4. DIRECT the Department of Conservation and Development Director, or designee, to file a notice of Exemption with the County Clerk, and DIRECT the Director of General Services, or designee, to arrange for the payment of the handling fees to the Department of Conservation and Development and the County Clerk for filing of the Notice of Exemption.  

FISCAL IMPACT:

The Contra Costa County Library received a grant from the California State Library Services Technology Act's Grant Program to introduce automated book dispensing machines to the County. The cost of installing and operating this book dispensing machine will be paid for by those funds.

BACKGROUND:

A County Regional Needs Assessment for County Libraries previously presented to the Board of Supervisors, reported that inequities in library service delivery existed in Far East County. Through a previous action, the Board directed the County Librarian to identify options for improving service to county residents. The book dispensing kiosks were a result of that work. A book dispensing machine, or "Bokomaten," is a free-standing machine that allows customers to borrow and return library books and media using a library card. The County agrees to indemnify and hold harmless Longs and Pacific/Bowie Tracy II as part of this License.

CONSEQUENCE OF NEGATIVE ACTION:

The County will have to find another location for the book dispensing machine, or the residents of Far East County may have to travel farther to get library materials.
