RECOMMENDATION(S):

ADOPT Resolution No. 2009/108 authorizing the Sheriff-Coroner, or designee, to apply for and accept the FY09 Emergency Management Performance Grant in the amount of $203,434 from the State of California Emergency Management Agency to develop and maintain the level of capability to prepare for, mitigate, respond to, and recover from emergencies and disasters from the period of July 1, 2009 through June 30, 2010.   
  

FISCAL IMPACT:

No County costs. Revenue: $203,434, 100% State. U.S. Department of Homeland Security funding passed through the California Emergency Management Agency. (CFDA #97.042)








BACKGROUND:

The Operational Area of Contra Costa County has received Emergency Management Performance Grant funds from the California Emergency Management Agency (formally the Governor's Office of Emergency Services) for several years. The continuation of this program is critical to maintaining the quality and quantity of emergency management programs provided within the County. This funding will allow for enhanced coordination and communication among the disciplines within the Operational Area to maximize protective actions, emergency preparedness, and the effective response to emergencies and disasters. Funding from this grant has been budget in the fiscal year 2009/10 Recommended Budget and up to $50,000 from this grant will be passed on to other municipalities within the county.  
  
The language in the attached resolution is State-mandated and specific to this grant. The Board of Supervisors maintains full control over funding decisions for future federal grant applications provided by the federal Department of Homeland Security and sub-granted through the State of California.
