RECOMMENDATION(S):

APPROVE and AUTHORIZE the County Administrator, or designee, to apply for and accept a grant in the amount of $500,000 over a three year period on behalf of the County’s Zero Tolerance for Domestic Violence Initiative (ZTDV) from the US Department of Justice, Office of Justice Programs for the “Recovery Act - National Field-Generated Training, Technical Assistance, and Demonstration Projects” grant program. (CFDA Number 16.807)

BACKGROUND:

The purpose of the Recovery Act - National Field-Generated Training, Technical Assistance, and Demonstration Projects grant program is to support the development of national-scope training, technical assistance, and demonstration project initiatives with a focus on improving the capacity of victim service providers and allied practitioners to advance rights and services to crime victims in a variety of areas, including child abuse, elder abuse, sexual assault, and stalking.  
  
The project will be conducted by Contra Costa County Zero Tolerance for Domestic Violence, a highly effective multidisciplinary partnership based in the County Administrator’s Office. The project is a natural outgrowth of Zero Tolerance’s Safe & Bright Futures Initiative, which works to diminish the damaging effects of domestic violence on children.   
  
The project will develop a highly cost-effective on-line platform coupled with technical assistance and training designed to improve organizational practices for children exposed to domestic violence including identification, assessment and prevention.   

CHILDREN'S IMPACT STATEMENT:

The Zero Tolerance for Domestic Violence Initiative supports three of Contra Costa’s community outcomes (“Children and Youth Healthy and Preparing for Productive Adulthood”, “Families that are Safe, Stable and Nurturing” and “Communities that are Safe and provide a High Quality of Life”) through coordinated intervention services designed to reduce domestic and family violence and elder abuse.
