RECOMMENDATION(S):

  1. ACKNOWLEDGE that on March 17, the Board of Supervisors directed the County Administrator to prepare for consideration by the Board of Supervisors on April 7, 2009, lay-off resolutions necessary to carryout Board action on the Recommended Budget;

  2. ACKKNOWLEDGE that on March 31, the Board of Supervisors adopted the FY 2009-10 Recommended Budget requiring the elimination of certain positions in affected County departments;

  3. ADOPT Resolution 2009/112, authorizing the deletion of certain positions in affected County departments (Attachment A); and






RECOMMENDATION(S): (CONT'D)
  1. ACKNOWLEDGE Resolution No. 2008/299 adopted May 6, 2008, authorizing the Human Resources Department to implement the Tactical Employment Team Program (TETP), whose objective is to mitigate the negative impact that anticipated layoffs will have on County employees (Attachment B).

FISCAL IMPACT:

The fiscal impact is described in the Fiscal Year 2009-10 Recommended Budget and line-item changes adopted on March 31, 2009.

BACKGROUND:

On March 17 and March 31, 2009, the Board held Budget and Beilenson Hearings prior to adopting the FY 2009-10 Recommended Budget. At the conclusion of the hearings, the Board directed the County Administrator to return with a Resolution ordering the adjustment and deletion of positions necessary to balance the FY 2009-10 budget in addition to positions that are vacant and unfunded. The attached Position Adjustment Resolution (No. 2009/112) incorporates those changes directed by the Board and eliminates the positions identified in the FY 2009-10 Recommend Budget, as modified by the Board on March 31. The Resolution adjusts and/or eliminates positions in the following County departments: Animal Services, Assessor, Board of Supervisors, Clerk-Recorder, Conservation and Development, Cooperative Extension, County Administration, Office of Revenue Collection, Department of Information Technology, District Attorney, Employment and Human Services, General Services, Health Services, Human Resources, Library, Probation, Public Defender, Public Works, Risk Management, Sheriff-Coroner, and Treasurer-Tax Collector.  
  
Further, additional positions in various departments will continue to be held vacant (but not eliminated at this time) in order to achieve prescribed cost savings through normal and managed attrition to the greatest possible extent.  
  
Tactical Employment Team Program (TETP) - Attached for reference is a copy of Resolution No. 2008/299, adopted May 6, 2008, which authorized implementation of the Tactical Employment Team Program. The Tactical Employment Team Program (TETP) was reimplemented in 2008 and is still in operation. The objective of this program is to mitigate the negative impact that anticipated layoffs will have on the County’s workforce. The team is up and running and will continue to work towards finding employment for as many laid-off individuals as possible.
