RECOMMENDATION(S):

Adopt Position Adjustment Resolution No. 21255 to cancel Systems Software Analyst I position #'s 14576 and 14856 and add six Health Services Systems Analyst II positions (LBVC) at salary level ZB5 1784 ($6078.43 - $8145.68); add five Health Services Systems Analyst I positions (LBWC) at salary level ZB5 1595 ($5041.03-6755.47); and one Health Services Systems Analyst III position (LBTD) at salary level ZB5 1834 ($6386.93 - 8559.10) in the Health Services Department.

FISCAL IMPACT:

Upon approval, this action will result in an annual cost of approximately $1,489,056.50, and will be fully funded with Federal American Recovery and Reinvestment Act funds as well as State of California Delivery Reform Incentive Program funds.









BACKGROUND:

These new positions will be assigned to the Health Services Department's Information Technology Division and are needed to support cclink, the County's electronic medical record project. Duties of these positions will include: coordinating aspects of the EMR project; updating customer, vendor, and management on project progress ; documenting all aspects of the project and/or process; creating and maintaining project plans; implementing applications to support customers; developing detailed procedures on software installation and configuration; and other related duties as assigned.   
  
The department was unsuccesful in filling the Systems Software Analyst positions. As a result, these positions are being canceled.

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, the Health Services Information Technology Division will not have sufficient staff to support cclink, the County's electronic medical records project.
