RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract Amendment Agreement #24–429–50 with Ujima Family Recovery Services, a non-profit corporation, effective December 1, 2010, to amend Contract #24–429–49, to increase the payment limit by $5,072, from $1,691,892 to a new payment limit of $1,696,964, with no change in the original term of July 1, 2010 through June 30, 2011.

FISCAL IMPACT:

This amendment is funded 83% by Federal Perinatal Set-Aside and Medi-Cal, 5% by State Substance Abuse/Mental Health Services for CalWORKs (SAMHWorks) and California Emergency Management Agency – Justice Assistance Grant Offender Treatment Program (CAL EMA JAG-OTP), and 12% by Drug Medi-Cal. (No rate increase)

BACKGROUND:

On August 10, 2010, the Board of Supervisors approved Contract #24–429–49 with Ujima Family Recovery Services for the period from July 1, 2010 through June 30, 2011, for the provision of perinatal intensive day treatment, residential recovery program, and transitional housing for women.

Approval of Contract Amendment Agreement #24–429-50 will allow the Contractor to provide services to additional clients through June 30, 2011.  

CONSEQUENCE OF NEGATIVE ACTION:

If this amendment is not approved, clients will not receive additional residential recovery program services.

CHILDREN'S IMPACT STATEMENT:

This Alcohol and Drug Abuse program supports the Board of Supervisors’ “Families that are Safe, Stable, and Nurturing” community outcome by providing parenting education, stability, and safety for mothers (and their children) and pregnant women who are alcohol and drug dependent, while they are in substance abuse treatment. Expected outcomes include delivery of drug-free babies, decreased use of alcohol, tobacco and other drugs, reduction in the number of relapses, and creation of a sober social network.
