RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No.21532 to add one (1) Information Systems Technician II (LTVB)(represented) position at salary plan and grade QS5 1496 ($4,753 - $5,777); add one (1) part-time (20/40) Information Systems Specialist III (LTTA)(represented) position at salary plan and grade QS5 1541 ($4,969 - $6,040); cancel one (1) Secretary-Advanced level (J3TG) (represented) vacant position #2494 at salary plan and grade 3R2 1163 ($3,521 - 4,507); and cancel one (1) Clerk-Senior level (JWXC)(represented) vacant position #3156 at salary plan and grade 3RX 1033 ($2,997 - $3,827) in the Sheriff's Department Technical Services Division, Support Services Bureau.












FISCAL IMPACT:

Increases costs of $64,478, of which $15,036 is attributable to increased employer pension costs. This amount is significantly offset by an increased contribution of $64,000 from the Remote Access Network (RAN) Board. The position realignment and half time funding allocated by the Remote Access Network (RAN) Board will cost an additional $478.00 annually to the Department. The analysis is as follows: Cancelling the Secretary-Advanced level and Clerk-Senior level positions will save $219,110 annually. Adding the position of Information Systems Technician II at $139,261 leaves a remainder of $79,849. Combined with $64,000 RAN Board monies totals $143,849. Funding an Information Services Specialist III costs $144,327. The resulting $478.00 not budgeted within the Technical Services Division, Support Services Bureau, may be absorbed by the Sheriff's General Fund.

BACKGROUND:

The Office of the Sheriff Technical Services Division has two positions funded and vacant: Secretary – Advanced level and Clerk – Senior level. The Division would like to un-fund the two positions and consolidate them to hire a full time Information Systems technician II. The remaining funds would be allocated to pay the balance of a part time Information Systems Specialist III position. The RAN board has approved funding for part time; with Sheriff’s Office funding it will create a full time position. If approved, this would allow the Technical Services Division to use this individual 50% of the time to assist with Technical Services projects. The RAN funded 50% position would benefit the deployment of additional Mobile ID devices and help with the launch of the Production Mobile System. Adding these positions would enhance the capabilities of the Sheriff’s Office Technical Services Division, and provide a stable, more responsive, customer service oriented staff moving into the future.

CONSEQUENCE OF NEGATIVE ACTION:

It is imperative the Office of the Sheriff keeps pace with the rapidly evolving field of technology. Failure to approve the requested realignment and accompanying new positions would deter the RAN board and the Technical Services Division of the Office of the Sheriff from providing the highest quality of crime detection and prevention in a timely manner. This would have an adverse effect on the safety and security of the citizens of Contra Costa County.
