RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Grant Agreement #28-320-2 with the Alameda County for its Public Health Division to pay the County an amount not to exceed $90,000, for the provision of HIV laboratory testing services provided by the County's Public Health Laboratory under the Therapeutic Monitoring Program, for the period from July 1, 2011 through June 30, 2012.  

FISCAL IMPACT:

Approval of this Agreement will result in a funding amount not to exceed $90,000 from Alameda County for the Therapeutic Monitoring Program. No County funds are required.

BACKGROUND:

This Agreement is for the Contra Costa Public Health Laboratory to provide HIV viral Load testing on a fee for services basis. The Contra Costa Public Health Laboratory is one of the only laboratories that provide these services. The testing will be provided with existing staff and will bring revenue into the Department.

Approval of Grant Agreement #28-320-2, will allow the County of Contra Costa Health Laboratory to the HIV Viral Load Test and Genotypic HIV Resistance Test testing to Alameda County and to other County Health Department AIDS programs. The testing is funded by the Alameda County to provide result services to HIV infected persons who are not Medi-Cal eligible, do not have private insurance, and who otherwise cannot afford this service. Viral Load Testing is important in prognosis and management of antiviral therapy. In accordance with the term of the agreement, County agrees to indemnify and hold harmless Alameda County for any claims arising out of the performance of this Agreement.  

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, the County Health Laboratory will not receive funding to continue the HIF Viral Load Test and Genotypic HIV Resistance Test testing to Alameda County and to other County Health Department Aids programs.
