RECOMMENDATION(S):

RECEIVE and FILE the attached report from the Director of Human Resources on Contracted Temporary Help Services. APPROVE and AUTHORIZE the Director of Human Resources, or designee, to execute contracts with Barrett Business Services, Inc., in an amount not to exceed $1 million, and Ultimate Staffing Services, in an amount not to exceed $1 million, for a combined total payment limit of $2 million, to provide temporary employment services to County agencies, departments or offices for the period of November 1, 2009 through June 30, 2011.

FISCAL IMPACT:

These contracts are budgeted by each operating department. Use of Contracted Temporary Help has declined significantly in the past several months and it is expected to decline further during the next two years. The combined total contract payment limit is a recommendation and does not constitute a guarantee of payment.








BACKGROUND:

At the September 15, 2009 Board of Supervisors' Meeting, the Board directed the Director of Human Resources to prepare a report outlining the compliance with the bid process with respect to the contract for temporary employee services. This report was requested by the Board as a result of a complaint put forward by HR Management, an unsuccessful bidder.  
  
As the attached report details, the bidding and contracting requirements of Contra Costa County were followed in this instance. As a result, there is no reason why the Board of Supervisors should not award the remaining two contracts to Barrett Business Services, Inc. and Ultimate Staffing Services.

The Board DIRECTED the following: 

Complete the Request for Proposals (RFP) process in this matter again; Prepare a report for the Internal Operations Committee of the procedures and records practices of interview panels, with recommendations for improved clarity and transparency in the communication of procedures, documentation and records retention; Form a mechanism to invite commentary from applicants who have completed the process on how understandable it is; and solicit information on policies and procedures used by other governmental jurisdictions.
