RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee (Wendel Brunner, M.D.), to execute, on behalf of the County, Agreement #28-700-7 (State #EPO 09-10) with the California Department of Public Health, to pay the County an amount not to exceed $2,684,121 for the Public Health Emergency Preparedness Comprehensive Program, for the period from August 10, 2009 through August 9, 2010.

FISCAL IMPACT:

Approval of this Agreement will result in $2,684,121 of funding from CA Dept of Public Health for the Public Health Emergency Preparedness Response Program. No County funds are required.

BACKGROUND:

This Agreement will provide funding for multiple Public Health Emergency Preparedness activities including, but not limited to, the Centers for Disease Control (CD) preparedness activities, the Cities Readiness Initiative (CRI) activities, Pandemic Influenza preparedness and ASPR Hospital Preparedness Program activities. The goals of the Public Health Emergency Preparedness Comprehensive Program include, but are not limited to, increasing the use and development of interventions know to prevent human illness from chemical, biological, radiological agents, and naturally occurring health threats; decreasing the time needed to classify health events as terrorism or naturally occurring in partnership with other agencies; improving the timeliness and accuracy of information obtained from routing surveillance and, where applicable, from analysis of non-traditional sources of health data, regarding threats to the public’s health; decreasing the time needed to provide countermeasures and health guidance to those affected by threats to the public’s health; and decreasing the time needed to implement recommendations from after-action reports following threats to the public’s health.

Approval of Agreement #28-700-7 will provide continuous funding for the Public Health Emergency Preparedness Comprehensive Program, through August 9, 2010, including agreeing to indemnify the State for claims arising with respect to intellectual property, which result directly or indirectly from this agreement.
