RECOMMENDATION(S):

APPROVE and AUTHORIZE the Conservation & Development Director, or designee, to execute a contract with CirclePoint in an amount not to exceed $156,907 to prepare an Environmental Impact Report (EIR) for the Pantages Bays residential project in the Discovery Bay area for the period November 4, 2009 to December 31, 2010.

FISCAL IMPACT:

No Impact. General Fund revenue will not be used because the cost is covered by fees paid by the project applicant.

BACKGROUND:

The Department contracted with CirclePoint on December 7, 2005, to prepare an EIR for a 292-unit residential project that requires approval of General Plan Amendment, Rezoning, Major Subdivision, and Preliminary and Final Development Plan applications. CirclePoint prepared and delivered an Administrative Draft EIR, but the project was put on hold for various reasons. While the project was on hold, the previously approved contract expired. This contract renewal will allow CirclePoint to provide the services necessary to complete the EIR process.
