RECOMMENDATION(S):

APPROVE and AUTHORIZE the County Administrator or his designee to sign the "Memorandum of Understanding Regarding Shared use of Government Access Channel"; and   
  

ADOPT Position Adjustment No. 20745 to add one part-time CCTV Programming Coordinator (ADSD) position FTE at salary level ($3,618.57-4,398.39) in the Office of the County Administrator/Office of Communications and Media Division.

FISCAL IMPACT:

CCTV, from the Community Access TV funds, will have a one time expense of $24,202 as its share of the equipment costs for the new shared government channel. CCTV's budget will cover the cost of the additional 20/40 position in exchange for payment by the Cities of $44,735 for its PEG related capital expenses.

BACKGROUND:

Comcast’s 2006 franchise renewal agreements with members of the Contra Costa Cable Consortium, including the County, Martinez, Pleasant Hill, and Clayton, required Comcast to provide Public-Educational-Governmental (PEG) funding and channel space in exchange for relieving Comcast of its obligation to provide Public and Government Access support.  
  
Comcast has indicated its intent to vacate the existing PEG Channel (24 or 26 in Martinez), which includes governmental programming such as City Council meeting broadcasts, by the end of September 2009.  
  
The cities agree it is in the best interests of the public for each community to continue to receive access to governmental programming via cable television.  
  
CCTV staff was approached to manage the shared government access channel for the above cities in exchange for funding towards capital equipment and debt service support on its facility at 10 Douglas Drive in Martinez. The attached MOU was developed and reviewed by County Counsel.   
  
The cities are confident that Contra Costa County’s proposal will result in a shared government access channel that will serve the respective communities well. The City Councils of Martinez, Pleasant Hill and Clayton have approved the MOU.  
County staff recommends approval of the MOU and the addition of the new position.
