RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment & Human Services Department director, or designee, to execute an interagency agreement amendment with West Contra Costa County Unified School District, to increase the payment limit by $17,824 to a new payment limit not to exceed $309,215 for Head Start Wraparound Services with no change to the term September 1, 2009 through June 30, 2010. (100% Federal funding)

BACKGROUND:

Contra Costa County expects to be in receipt of funding from federal Administration for Children and Families (ACF) for Head Start programs. The funding is part of the American Recovery and Reinvestment Act signed by the President on February 17, 2009. The Board approved receipt of Head Start funding from Administration for Children and Families on September 16, 2008. The Department has determined to contract a portion of the funds received to local agencies for wider distribution of services to program-eligible families.   
  
An Interagency Agreement between the County and West Contra Costa County Unified School District (WCCUSD) was approved by the Board on October 13, 2009. Subsequently, the Bureau determined that additional childcare slots should be assigned to WCCUSD. This board order approves the execution of an Interagency Agreement amendment to increase the funding by $17,824 with the addition of eight (8) childcare slots. A new total of one hundred and four (104) children will be served by this agreement.

The Employment & Human Services Department Community Services Bureau supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
