RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Standard Agreements #29-469-16 (State #13-90301) and #29-469-17 (State #14-90313), with the California Department of Health Care Services, representing the County's Mental Health Services "Performance Contract" supporting the Projects in Assistance in Transition from Homelessness (PATH) for the period from July 1, 2013 through June 30, 2014 and July 1, 2014 through June 30, 2105.   

FISCAL IMPACT:

Under these two Performance Contracts, the County shall be reimbursed by the California Department of Health Care Services with Federal Title XIX funds for the cost of federally eligible Short-Doyle/Medi-Cal Specialty Mental Health services rendered to federally eligible Medi-Cal beneficiaries. County shall adhere to the State maximum statewide reimbursement of negotiated rates for Short-Doyle/Medi-Cal (SD/MC) services and Medi-Cal Specialty Mental Health Services for Fiscal Years 2013 through 2015. Reimbursement for Federal Grants shall be subject to Federal cost containment requirements and availability of funds.





BACKGROUND:

The Board of Supervisors approval of this Mental Health Services Performance Contract #29-469-16 and 29-469-17 is required for the County to retain the State and Federal Mental Health Allocation Funds for Fiscal years 2013-2015. The Contract also covers other County Realignment requirements, including maintenance of effort, access to and use of State Hospital, data collection and reporting, and cost reporting on County Mental Health Programs.  
  
Approval of these Agreements #29-469-16 and #29-469-17 will allow County to receive funding to support the PATH from Homelessness through June 30, 2015, including agreeing to indemnify and hold the State harmless for claims arising out of the County’s performance under these Contracts.   
  

CONSEQUENCE OF NEGATIVE ACTION:

If these agreements are not approved the County will not be able to meet the conditions and requirements of the State Department of Health Services PATH project.
