RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, on behalf of the Workforce Development Board of Contra Costa County (WDBCCC), to execute a contract amendment with Senior Service America, Inc., for Title V, American Recovery and Reinvestment Act (ARRA) funding to increase the total payment limit by $30,000 to a new contract payment limit of $202,721 for the Digital Divide Community Service Initiative program for the period of October 1, 2009 through June 30, 2010.

FISCAL IMPACT:

County to receive a total contract amount of $202, 721, an increase of $30,000 Federal Title V, American Recovery and Reinvestment Act (ARRA) funding for the Digital Divide Community Service Initiative program. No increase in County match.

BACKGROUND:

Senior Service of America, Inc. contracts with The Workforce Development Board of Contra Costa County to provide Title V services to seniors throughout Contra Costa County. The additional America Recovery and Reinvestment Act (ARRA) funds will provide additional enhanced services to seniors by better equipping them to use technology.  
  
Older individuals are often intimidated by technology and are therefore cut off or limited from access to receiving and distributing information. The Digital Divide Community Service Initiative program will be taught by seniors to seniors and provided at libraries, and community-based locations known to be frequented by seniors. The goal of the program is to remove the fear of technology and to introduce seniors to the basics of Internet usage as those who cannot use technology are quickly becoming isolated.
