RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designnee, to execute a contract with Patrick Harrington, in an amount not to exceed $156,000 to provide Data Specialist services for Federal System of Care for the period October 1, 2009 through September 30, 2010.

FISCAL IMPACT:

$156,000: 35% Federal Comprehensive Assessment for Positive Families (CAPFO) Grant; 65% State Child Welfare Redesign.

BACKGROUND:

The Children and Family Services Bureau (CFS) of the Employment and Human Services Department (EHSD) implemented the statewide Child Welfare Redesign plan, which focuses on enhancing current service delivery systems and identifying “best practices” for families and children in California. The plan includes activities and programs that increase efforts on prevention, early intervention, and new differential response process by engaging the community as partners in child welfare.

BACKGROUND: (CONT'D)

Patrick Harrington, Ph.D., was selected through a competitive Request for Interest (RFI #208), to manage data collection, data analysis, and evaluation of performance outcomes for the County’s Child Welfare Redesign activities. Mr. Harrington has taken an active role representing the County in State Child Welfare Redesign meetings as well as regional and national conferences. Mr. Harrington has been instrumental in the development, design, and maintenance of two new CFS data systems: 1) Team Decisions Making database and, 2) the in-house Differential Response database.

CONSEQUENCE OF NEGATIVE ACTION:

CHILDREN'S IMPACT STATEMENT:

This contract supports all of the community outcomes established in the Children’s Report Card: 1) “Children Ready for and Succeeding in School”; 2) “Children and Youth Healthy and Preparing for Productive Adulthood”; 3) “Families that are Economically Self Sufficient”; 4) “Families that are Safe, Stable and Nurturing”; and 5) “Communities that are Safe and Provide a High Quality of Life for Children and Families,” by monitoring and enhancing best practices for child and families involved in Child Welfare Redesign.
