RECOMMENDATION(S):

CONSIDER accepting an oral update from William Walker, MD., Health Services Director, on Contra Costa County's on-going preparations and management of the H1N1 Flu (Swine Flu); RATIFY the emergency declaration proclaimed by the County Administrator on May 7, 2009 that a local emergency exists in Contra Costa County; and ADOPT Resolution #2009/___ proclaiming that a local emergency exists.

FISCAL IMPACT:

None at this time. Provides the ability to recover costs associated with the outbreak of the H1N1 flu in Contra Costa County should future revenue be available.

BACKGROUND:

On Thursday, May 7, 2009, County Administrator David Twa proclaimed that a local emergency now exists throughout the County as prescribed by state law, by ordinances, and resolutions of this County and by the Couty of Contra Costa Emergency Operations Plan, as approved by the Board of Supervisors on February 14, 2006.






CLERK'S ADDENDUM

Dr. Walker, Health Services Director, said that in the past week the Health Services Department and the Center for Disease Control (CDC) had re-evaluated school closure guidelines. Both concluded that the H1N1 virus is comparable in severity to the seasonal flu and continued school closures were not necessary. He said all Contra Costa County schools reopened on Wednesday, May 6, 2009.

Dr. Brunner, Public Health Director, said that all cases of the virus in Contra Costa County have been mild. He said the testing intended to detect the origin and spread of the virus will slow now that it is known the virus is widespread and relatively mild. He noted that because this is a new virus there will continue to be close monitoring of the illness. He said there will be review of the implementation of emergency operating plans to learn from this outbreak and possibly implement improvements. Dr. Brunner said he anticipated this to be the last update needed but would return to the Board immediately if the situation changes.
