RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Department Director, or designee, to submit an application to and accept funding from the Administration for Children and Families, in an amount not to exceed $559,127 for additional ongoing Head Start Program expenditures for the period January 1 through December 31, 2009.

BACKGROUND:

On February 17, 2009 the President of the Unites States signed Public Law 111-5, the "American Recovery and Reinvestment Act (ARRA)", which includes an on-going base funding increase of $2.1 billion for Head Start. The nation-wide allocation includes federally mandated requirements. Allocation requirements are identified in Section 640 of the Head Start Act.

This action includes Congressional appropriations to support on-going fund, not one-time funding, for all Head Start grantees. The appropriations for Contra Costa County amount to $559,127, will be included in the base funding levels and are allocated as follows:   
  
Head Start $498,895  
Early Head Start $60,232

The Employment & Human Services Department Community Services Bureau supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
