RECOMMENDATION(S):

Approve and authorize the Health Services Director, or his designee (Donna Wigand), to execute on behalf of the County, Contract Amendment Agreement #24–773–13 with Milhous Children’s Services, Inc., a non-profit corporation, effective April 1, 2009, to amend Novation Contract #24–773–12, to increase the payment limit by $100,000, from $300,000 to a new payment limit of $400,000, with no change in the original term of July 1, 2008 through June 30, 2009, and to increase the automatic extension payment limit by $50,000, from $150,000 to a new payment limit of $200,000, with no change in the term of the automatic extension, through December 31, 2009.

FISCAL IMPACT:

This Contract is funded 30% by Federal Medi-Cal, 28% by State Early and Periodic Screening, Diagnosis, and Treatment (EPSDT), 40% by Individuals with Disabilities Education Act (IDEA/SB 90), and 2% by Mental Health Realignment.








BACKGROUND:

On December 9, 2008, the Board of Supervisors approved Novation Contract #24–773–12 with Milhous Children’s Services, Inc. for the period from July 1, 2008 through June 30, 2009, which included a six-month automatic extension through December 31, 2009, for the provision of a day treatment program and mental health services for Seriously Emotionally Disturbed (SED) adolescents and latency-age children at Milhous Treatment Ranch. Approval of Contract Amendment Agreement #24–773–13 will allow the Contractor to provide services to additional adolescents and latency-age children through June 30, 2009.
