RECOMMENDATION(S):

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute Amendment No. 1 to Utility Agreement No. 04-UT-004 with PG&E effective May 12, 2009 to add joint trench work to the Bethel Island Road Bridge Replacement project at PG&E’s cost. For Bethel Island Road Bridge Replacement, Oakley Area. (PG&E funds) County Project No.: 0662-6R4043-02; Federal No.: BRLS 5928 (024)

FISCAL IMPACT:

There is no impact to the County General Fund. The estimated cost for the work associated with this amendment is $214,000. All costs associated with this work will be paid for by PG&E.


BACKGROUND:

The County plans to replace the Bethel Island Road Bridge over Dutch Slough which connects Bethel Island to the Oakley area. Pacific Gas and Electric (PG&E) owns and maintains electric distribution facilities within the limits of the County’s plan for the bridge replacement project. The proposed bridge is planned to be constructed in the same approximate location of the existing bridge requiring the relocation of PG&E’s electric distribution facilities to accommodate the County’s project.   
  
The original agreement provides for the negotiation and purchase of temporary and permanent utility easements for the relocated electric utility facilities. Additionally, the original agreement provides for the installation of two six-inch steel pipe casings (approximately 900 linear feet) in the new bridge for future electric facilities.   
  
This amendment provides for the installation of joint utility trenches (approximately 400 linear feet) and utility boxes in Bethel Island Road on both the north and south sides of the new bridge. Comcast is also a participant in the joint trench and is already in agreement (August 19, 2008) with the County for inclusion of that work in the bridge project.  
  
This Amendment also removes from the original agreement a 10-inch casing pipe for a future gas main at PG&E’s request. Although a continuous casing pipe for future gas main will no longer be built as part of the bridge project, the new bridge will include openings in the pier caps and abutments for a future gas facility.  

CONSEQUENCE OF NEGATIVE ACTION:

If the agreement is not approved, the implementation of the project may be delayed so that PG&E can hire a contractor to install the conduits themselves. If the conduits are not installed by the County’s contractor, the bridge construction time will need to be increased to allow PG&E’s forces a sufficient window of time to install these facilities during the bridge replacement contract.
