RECOMMENDATION(S):

Designate the Public Works Director, or Public Works Deputy Director, or Assistant Public Works Director, Flood Control Division as authorized to execute on behalf of Contra Costa County documents with the California Emergency Agency (State OES) pertaining to the FEMA grant being used to update the County’s Multi-Jurisdictional Hazard Mitigation Plan (HMP).

FISCAL IMPACT:

There is no impact on the County General Fund. This will allow the County to obtain reimbursement (75%) from FEMA for costs associated with the updating of the countywide HMP.

BACKGROUND:

On August 10, 2007, the California Emergency Management Agency (State EOS) awarded Contra Costa County (County) a grant for $224,998, of which FEMA will fund 75%. These funds will be used to update the County’s HMP.

On April 8, 2008, the Board of Supervisors approved the execution of a Consulting Services Agreement with Tetra Tech, Inc., to assist the County’s Flood Control and Water Conservation District (FCD) in updating this HMP. Since that time, the FCD has been working with Tetra Tech, Inc. to update the HMP and has accrued significant costs. In order for FEMA to reimburse the County (75% of these costs), the County must first supply the State EOS with this “Designation of Applicant’s Agent Resolution” approved by the Board of Supervisors.  

CONSEQUENCE OF NEGATIVE ACTION:

If this “Designation of Applicant’s Agent Resolution” is not approved and returned by the FCD to State EOS, the County will not have 75% of its costs reimbursed by the FEMA grant.
