RECOMMENDATION(S):

APPROVE the Proposition 1B transportation projects expenditure plan for 2008-2009 appropriation of Proposition 1B funds.

FISCAL IMPACT:

No fiscal impact to the general fund.

BACKGROUND:

In 2006, Governor Schwarzenegger signed a $37.3 billion package of bonds for highways, schools, levees and affordable housing. The package contained several components including Senate Bill 1266 (SB 1266), the Highway Safety, Traffic Reduction, Air Quality and Port Security Bond Act of 2006. The act, approved by the voters as Proposition 1B in the November 7, 2006 general election, authorizes the issuance of $19.9 billion of general obligation bonds to fund a variety of transportation priorities including reducing emissions and improving air quality in trade corridors, highway-railroad grade separation and crossing improvement projects, state highway safety and rehabilitation projects, and local street and road improvements, congestion relief, and traffic safety projects. In addition to Proposition 1B, four other bond measures known as Proposition 1A (Proposition 42 protection), Proposition 1C (housing), Proposition 1D (education) and Proposition 1E (levees and flood protection) were included on the ballot.

Of the $19.9 billion, $2 billion is designated for cities and counties to fund the maintenance and improvement of local transportation facilities. The specific allocation for each agency is based on the number of registered vehicles and the number of miles of road. Based on that formula, Contra Costa County (unincorporated) is expected to receive $24.5 million over the life of the program.

In order to receive funds, counties and cities must submit a plan to the Department of Finance for use of the amount of funds available in fiscal year 2008-2009. At the end of each fiscal year, new plans must be submitted for the use of any new Proposition 1B funds provided in the most recent Budget Act.

The following list demonstrates how the 2008-2009 allocation totaling $1.5 million will be distributed:

Projects for 2008-2009 Proposition 1B allocation

District 3
Vasco Road/Camino Diablo Intersection Improvements $ 103,628
Camino Tassajara Shoulder Improvements $ 600,000
Byron Highway (South) Shoulder Improvements $ 600,000

District 4
Marsh Creek Road Safety Improvements-Russelmann Park Road $ 200,000

Total $ 1,503,628

CONSEQUENCE OF NEGATIVE ACTION:

The expenditure plan for the 2008-2009 Proposition 1B allocation will not be approved and the County will not receive the allocation.
