RECOMMENDATION(S):

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract in the amount of $950,000 with TRC Engineers, Inc., to provide construction management services for the Iron Horse Trail Pedestrian Overcrossing Project for the period of May 12, 2009, through October 31, 2010, Pleasant Hill BART area.

FISCAL IMPACT:

There will be no impact on the County General Fund. Funding for the project is as follows:   
  

47.0% Redevelopment funds

BACKGROUND:

The construction contract for the Iron Horse Trail Pedestrian Overcrossing Project will be awarded on May 12, 2009. Due to the size and magnitude of this project, the County has decided to hire a consulting firm to act as a project manager to represent the County to oversee the construction of the project. The Public Works Department looked into using their own staff, but determined that we currently do not have the resources to complete this task due to the overall complexity of the project.  
  
The Public Works Department went through a consultant selection process. Over 100 consultant firms were solicited to provide a statement of qualifications and proposal to provide construction management services for the Iron Horse Trail Pedestrian Overcrossing Project. From the responses, five firms were shortlisted and interviewed. From this, Public Works felt TRC Engineers, Inc. were most qualified to represent the County.

CONSEQUENCE OF NEGATIVE ACTION:

If the Consulting Services Agreement with TRC Engineers, Inc. is not approved, it may not be possible to complete inspections or construct the project.
