APPROVE and AUTHORIZE the Office of the Sheriff-Coroner to enter into a contract with John E. Murdock & Associates – Forensic Consultants for forensic services in the amount of $115,500 for the period of May 1, 2009 through April 30, 2010.

The City of Richmond is in need of dedicated forensic services and training. Their casework most often is performed through the Sheriff’s Office Forensic Services Division. The Sheriff’s Office is in need of additional assistance in the Forensic Services Division. John Murdock, president and owner of John E. Murdock & Associates Forensic Consultants, is a world renowned forensic firearms expert and he is formerly the Chief of Forensic Services for the County. John E. Murdock & Associates – Forensic Consultants will predominately conduct forensic casework and firearms comparison for City of Richmond cases using the County laboratory. In addition to providing training for the City of Richmond and the County, John Murdock & Associates will provide case consultation to the City of Richmond. The City of Richmond will pay $100,000 of the Contract. The County will carry the contract with John E. Murdock & Associates – Forensic Consultants rather that the City of Richmond to ensure we can enforce compliance with laboratory accreditation standards.
