RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment & Human Services Department Director, or designee, to convert childcare enrollment slots in the Community Services Bureau childcare program from 19 Head Start slots to 27 Early Head Start slots, effective July 1, 2009.

BACKGROUND:

The Employment & Human Services Department’s Community Services Bureau (CSB) is requesting the conversion of enrollment slots from Head Start (HS) funded children to Early Head Start (EHS) funded children. This request comes as the result of service needs identified in the Department’s current “Community Needs Assessment”. The Department proposes to increase available EHS slots in Contra Costa cities that lack adequate infant and toddler care programs.

BACKGROUND: (CONT'D)

This slot conversion will not have impact the 2009-10 Department budget for Head Start or Early Head Start budget.

The proposed conversion would use $121,012 currently budgeted for 19 CSB/HS children (12 parent home-based, 7 center-based), to enhance serves for 27 infants & toddlers in partner agencies. No children will be displaced by this action.

• 12 home-based Head Start slots would be converted to Early Head Start home-based slots and will remain in the same community.
The current funding for the 12 home-based Head Start slots will fund the Early Head Start home-based slots.

• 7 center-based CSB/HS slots will be converted to full-day child development slots funded by California Department of Education (CDE). (CSB’s policy is to offer all enrolled children and families the same level of service regardless of funding source. Children and families enrolled in the CSB/CDE funded slots will receive the same services as those funded through the HS program.)
The Head Start funding of 7 CSB center-based Head Start slots will be used to enhance 15 Partner Agency center-based slots. This EHS enhancement will make counseling, nutrition, and additional family support to infants in 10 slots at Mercy Housing (Delegate Agency - First Baptist) in Pittsburg; and 5 slots at Richmond High School.

If approved, the conversion will be effective July 1, 2009.

The Employment & Human Services Department Community Services Bureau supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
