RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 21707 to add two (2) full-time Administrative Aide (AP7A) (unrepresented) positions at salary plan and grade B85 0972 ($2,915 - $4,522); cancel one (1) Clerk-Specialist Level (JWXD) (represented) vacant position No.971 at salary plan and grade 3RX 1156 ($3,487 - $4,453) and one (1) Clerk-Senior Level (JWXC) (represented) vacant position No.13167 at salary plan and grade ($3,087 - $3,942) in the Department of Conservation and Development.

FISCAL IMPACT:

This add and cancel transaction will result in an annual net cost of approximately $8,000, of which about $2,500 represent pension costs. DCD will be able to absorb the additional costs using land development funds.









BACKGROUND:

The Department of Conservation and Development would like to cancel two (2) recently vacated clerical positions in its Business and Information Services Division and replace these with two (2) Administrative Aide positions. The Business and Information Services Division provides all the administrative support for DCD including personnel and labor functions, employee training, clerical support services, contract services and purchasing management, fiscal services, facilities management, safety and risk management, information services, records management, and public records act management. DCD's Business Administration and Information Services Division handles confidential client, budget and/or personnel information.  
  
DCD has determined that the class of Administrative Aide is the more appropriate class to provide support to the Business Administration team comprising the Business Manager, one Administrative Services Assistant III and a Contracts Coordinator. The Administrative Aides will provide assistance in preparing, monitoring and processing key administrative functions that are more para-professional in nature as opposed to clerical in nature. Examples of duties include: assisting in the development of contracts and Request for Information/Qualifications (RFIs and RFQs), research and analysis work involving land development fee resolution issues, cost/benefit analysis related to purchase of supplies and other contract services, quality review of electronic files, storage data base and indexing protocols, preparing responses to all Public Records Act requests, and providing labor and personnel-related support.

CONSEQUENCE OF NEGATIVE ACTION:

Failure to receive Board approval will result in DCD not having the appropriate class to handle the confidential, sensitive and specialized functions of the Business Administration and Information Services Division, which in turn will adversely impact efficiency and integrity of the operations.
