RECOMMENDATION(S):

REFER to the Finance Committee of the Board of Supervisors a review of options regarding funding for the County Service Area M-28 on Bethel Island.

FISCAL IMPACT:

There is no fiscal impact from this recommended action.

BACKGROUND:

County Service Area M-28 (CSA M-28) provides water to a mobile home park on Bethel Island. CSA M-28 pumps water from a well and treats the water through a reverse osmosis system. After treatment the mobile home park distributes the water to the mobile homes. CSA M-28 has only one rate payer, the mobile home park owner.

BACKGROUND: (CONT'D)

The reverse osmosis system was built in the early 1990s. As with any aging system, the maintenance costs are increasing. The annual service revenue covers the basic maintenance needs; however, anything above the basic maintenance puts the annual budget into deficit spending. These additional needs have exceeded available revenues over the last few years. A referral to the Finance Committee of the Board of Supervisors is required to review options regarding funding for the County Service Area M-28 on Bethel Island.
