RECOMMENDATION(S):

SUPPORT Governor's January 2014 Budget Item # 120-215-001: Statewide Library Broadband Services, to allow public libraries to join a major high-speed broadband network operated by the Corporation for Education Network Initiatives in California (CENIC), and AUTHORIZE the Chair of the Board to sign and send a letter in support of the $2.25 million in ongoing State General Fund money and a $1 million one-time allocation for equipment upgrades.

FISCAL IMPACT:

No matching County funds are required. Budget Item 6120-215-0001 would provide $2.25 million in ongoing General Fund money for public libraries to allow them to join a major high-speed broadband network, operated by the CENIC. An additional $1 million in one-time funding would be provided for the purpose of providing grants to libraries that may need additional assistance with the purchase of circuits or other augmentations, in order to join the CENIC network.

Provisions:  
  
1. Of the amount appropriated in this item, $2,250,000 is for California's public library branches to access a statewide, high-speed Internet network. As a condition of receiving this funding, the California State Library or local libraries shall secure additional non-General Fund resources as necessary to ensure that public libraries have access to a high-speed network.  
  
2. Of the amount appropriated in this item, $1,000,000 is available on a one-time basis to provide grants to public libraries that require equipment upgrades to connect to a high-speed network. As a condition of receiving this funding, the California State Library or local libraries shall secure private donations, grants, or other non-General Fund resources as necessary to ensure that public libraries are able to connect to a high-speed network.  

CONSEQUENCE OF NEGATIVE ACTION:

The County will be unable to advocate its position.

Communities that are Safe and Provide a High Quality of Life for Children and Families: The additional funding would enhance the libraries ability to support library services for children and families by providing access, materials and programs that enrich lives.
