RECOMMENDATION(S):

RECEIVE the Employment and Human Services Department (EHSD), Children and Family Services (CFS) Bureau Comprehensive Prevention Plan Presentation.

FISCAL IMPACT:

No fiscal impact for this action.

BACKGROUND:

Comprehensive Prevention Plan (CPP) is a plan born from the Families First Prevention Services Act to meet state compliance in developing a plan that includes shifting from a reactionary to a prevention based intervention approach and which will reduce entries into foster care. To create and oversee a countywide prevention plan which impacts the social determinants of health for our children, families, and community.

CHILDREN'S IMPACT STATEMENT:

The service array expansion provided under this Comprehensive Prevention Plan support all five of Contra Costa County’s community outcomes: (1) “Children Ready for and Succeeding in School”; (2) “Children and Youth Healthy and Preparing for Productive Adulthood”; (3) “Families that are Economically Self-Sufficient”; (4) "Families that are Safe, Stable and Nurturing"; and (5)"Communities that are Safe and Provide a High Quality of Life for Children and Families" by ensuring children and families in CFS programs are working with qualified staff on a consistent basis.
