RECOMMENDATION(S):

ADOPT Resolution No. 2023/198 approving a Side Letter between Contra Costa County and the Deputy Sheriffs Association - Rank and File Unit, providing for a hiring incentive for deputy sheriffs and dispatchers.

FISCAL IMPACT:

The potential cost of this 2-year hiring incentive program is approximately $1.9 million, which would be funded through salary savings within the Sheriff’s Office General Fund operating budget. Based on existing vacancies and average attrition rates, the Sheriff’s Office expects to hire 119 deputy sheriff recruits, 30 lateral deputy sheriffs , 31 entry-level dispatchers, and 5 lateral dispatchers. The cost of the hiring incentives is estimated to be $1.2 million for deputy sheriff recruits, $450,000 for lateral deputy sheriffs, $155,000 for entry-level dispatchers, and $100,000 for lateral dispatchers.









BACKGROUND:

The Office of the Sheriff currently has 85 unfilled deputy sheriff positions and 22 unfilled dispatcher positions. The vacancies represent 14% of the 616 authorized deputy sheriff positions and 42% of the 52 dispatcher positions. The Office of the Sheriff saw a 34% decrease in applications for the position of deputy sheriff recruit between 2020 and 2021. The Office of the Sheriff Recruiting Unit has taken steps over the past year to attempt to increase interest in the agency and the number of applications received for sworn and professional positions. Though these efforts have marginally increased the interest and diversity of the applicant pool, the number of applicants who successfully complete the application and background investigation process has not reached the needed levels.  

CONSEQUENCE OF NEGATIVE ACTION:

The Department will be less competitive with other agencies to hire qualified deputy sheriff and dispatchers, which will reduce coverage and negatively impact operations.
