RECOMMENDATION(S):
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a license agreement with Marathon Pipe Line LLC, to allow Marathon to use approximately 1,500 square feet of County-owned property on Waterfront Road, identified as Assessor’s Parcel No. 159-320-XXX, for staging vehicles and equipment connected with pipeline maintenance during an approximately one-year period ending July 31, 2023, in exchange for payment to the County of $10,000. DETERMINE that it can be seen with certainty that that there is no possibility that this activity will have a significant effect on the environment, therefore, and is not subject to the California Environmental Quality Act (CEQA) pursuant to Article 5, Section 15061 (b)(3) of the CEQA Guidelines; and
